Under the Progressive Wage Model for the manufacturing sector, which covers packing roles, the minimum qualifying monthly salary for entry-level packers is SGD 1,600 as of January 2026. Experienced packers earn SGD 2,200 on average monthly, with overtime capped at SGD 450 per month at 1.5 times the hourly rate.

Foreigners require a Work Permit for low-skilled packing jobs in manufacturing or services sectors. The monthly levy is SGD 500 for Malaysians and SGD 750 for other nationalities as of 1 January 2026, with employers subject to a 1:5 foreign worker to local quota.

Singapore citizens aged 16 and above are eligible for packing jobs with no prior experience or formal education required. Employers must comply with the Tripartite Guidelines on Fair Employment Practices, prioritizing locals for vacancies advertised on MyCareersFuture for at least 14 days.

Employers must submit the candidate's passport, medical exam results, educational certificates if any, and employment contract via MOM's WP Online system. Processing takes 3-5 working days for Malaysians and up to 3 weeks for others, with approval valid for 2 years as of 2026.
