Under the Progressive Wage Model for the construction sector, entry-level (Level 1) structural steel welders must be paid at least S$2,400 per month as of 2026. This applies to both Singapore citizens and foreign workers in covered establishments. Higher skill levels range from S$2,800 at Level 2 to S$5,200 at Level 6.

According to MOM occupational wage data updated for 2026, the median gross monthly income for welders and flame-cutters is S$3,800. The 10th percentile earns S$2,600 while the 90th percentile earns S$5,900. These figures reflect full-time resident employees aged 15-54.

Indian nationals can apply for a Work Permit in the marine sector if hired by approved companies, with a minimum fixed salary of S$1,900 per month for levy calculation purposes as of 2026. Applicants must pass the mandatory pre-employment medical examination and source-country skills test. The Work Permit is valid for up to 2 years and renewable.

For Work Permit holders in construction, a minimum of 2 years relevant experience and passing the Kerala Skills Evaluation Test (KSK) or equivalent is required. Singaporeans and PRs need at least NITEC in Welding or WSQ Certificate in Welding, with entry-level positions accepting 6 months experience. S Pass applicants require a WSQ Higher Certificate and 3 years experience.
