Job Description
Overview

A Plumber does skilled work in the layout, installation, repair, and maintenance of sanitary and industrial plumbing systems, process piping, and fuel dispensing systems, including air, gas, water, industrial waste, gasoline, oil pipelines, and irrigation systems.
Salary

Annual salary: $118,097 (flat-rated). The salary for the Department of Water and Power is $126,511 (flat-rated).

Responsibilities
• Perform layout, installation, repair, and maintenance of plumbing systems and associated equipment as described above.

Qualifications
• Completion of a recognized five-year apprenticeship as a plumber; or
• A valid journey-level plumber license issued by the Los Angeles City Department of Building and Safety; or
• Six years of full-time paid experience as a helper to a Plumber with the City of Los Angeles.

Completion of a plumbing program at an accredited institution may be substituted for each year of experience lacking up to a maximum of two years. Education information must be included in the Education Section of the application.
Process Notes
• Applicants who lack six months or less of the required experience at the time of filing may file for this examination. However, they cannot be appointed until the full experience requirement is met.
• The positions of Plumber in certain departments require a valid Class C license issued by the California DMV at the time of filing. Applicants will be disqualified if their DMV record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation such as DUI.
• Applicants filing under the first requirement must submit proof of completion of a recognized apprenticeship program with their online application.
• Applicants filing under the second requirement must submit the license number issued by the City to their application at filing.
• Applicants filing under the first or third requirements must possess a valid journeyman plumber’s license issued by the City prior to appointment.
• Applicants filing under the third requirement using City of Los Angeles experience must submit a Verification of Work Experience form with required signatures. The form may be obtained online. The form or completed copy must be attached to the online application, or emailed within seven calendar days of submission to the specified email address with the subject line including the exam title, name, and VWE as applicable.
• It is anticipated that for future bulletins all applicants must have a valid journey-level plumber license issued by the City of Los Angeles.

Selective Certification

In accordance with Charter Section 1010 (b) and Civil Service Rule 5.31, selective certification will be used for some positions requiring certain certificates. Copies of the following certificates must be submitted by the close of the filing period to be considered for appointment:
• EPA Technician Certificate (Section 608 of the Clean Air Act) may be required for some positions prior to appointment.
• State certified Crane Operator Certification may be required upon completion of probation.
• Backflow Prevention Device Tester certificate issued by the Los Angeles County Health Department may be required for some positions prior to appointment.
• Chief’s Regulation 4 Tester Certification for Class I, II, III, and/or Auto Sprinklers may be required for some positions prior to appointment.

Examination Process and Requirements

Examination weight: Multiple-Choice Test - 100%. The test will be proctored online and may evaluate reading comprehension, mathematics, judgment, safety, interpersonal skills, oral communication, and job knowledge related to plumbing practice and City codes.
