LOCATION:
WASTEWATER MANAGEMENT DEPARTMENT, A.K. WATER RESOURCE FACILITY SECTION, MAINTENANCE GROUP, WARREN FACILITY, CARSON

ESSENTIAL FUNCTIONS:
To perform progressively more skilled work involving oxyacetylene welding and cutting, TIG, MIG, electric arc and heliarc welding to fabricate, modify and repair metal objects, equipment, and machinery.

JOB SUMMARY:
Under the general supervision of a Supervisor of Treatment Plant Maintenance and technical guidance from a Lead Welder, the incumbent performs welding, brazing, cutting and hard-facing in the shop and in the field to repair, fabricate and modify a variety of machinery and equipment including vehicles, pumps and generators; welds all types of ferrous metals; welds and brazes all types of nonferrous metals; hard-faces worn equipment parts such as centrifuge blades; fabricates such items as machinery safety guards, rails, pipe stands, ladders and piping systems, working from prints, sketches and oral instructions; maintains welding equipment and performs general housekeeping work; may instruct apprentices; and performs related duties as required.

This job may be filled at any of the three levels. The WELDER APPRENTICE I is the trainee level class of the series. Incumbents perform the more routine and repetitive tasks of the trade while working with higher-level welders to learn the basic trade terminology, procedures, and maintenance of equipment. The WELDER APPRENTICE II is the intermediate level class of the series. Incumbents perform work of a semi-skilled nature, which utilizes a fundamental knowledge on less complex projects; perform minor fabrication work; and learn and develop proficiency in all methods, techniques, and procedures. The WELDER is the journey level class of the series. Incumbents exercise greater independence of action in performing a wide variety of skilled tasks utilizing a comprehensive knowledge of the craft.

For WELDER APPRENTICE I, no experience required.

For WELDER APPRENTICE II, equivalent to two years of experience in the County Sanitation Districts of Los Angeles County performing the duties of Welder Apprentice I.

For WELDER, equivalent to four years of experience in the welding apprenticeship program with the County Sanitation Districts of Los Angeles County, one year of which must have been at the Welder Apprentice II level performing progressively more responsible welding fabrication and repair work.

For the Apprentice II and journey levels: No specific educational level is required. Twelve units of college course work approved by the Districts or completion of one year of a two-year trade school in a welding technology or closely related program may be considered in lieu of one year of the required experience -OR- graduation from a two-year trade school in welding technology or closely related program may be considered in lieu of two years of the required experience.
The competitive selection process for the WELDER APPRENTICE I level may cover a knowledge of: Ordinary hand and power tools; materials, basic terms, fundamental concepts and safety considerations of the trade. The ability to: Learn to follow technical instructions; acquire skills of the welding trade; and perform manual labor.

For the WELDER APPRENTICE II level, a knowledge of: Practices, methods, procedures, and standard terms common to the trade; safety rules and precautions pertaining to welding; principles or oxyacetylene welding and cutting, electric arc and heliarc welding, and various metals and alloys. The ability to: Learn to read, interpret and work from prints, drawings and specifications; and learn to perform difficult welding.

For the WELDER level, a knowledge of: The above plus methods, equipment, tools and safety devices used in oxyacetylene welding and cutting, TIG, MIG, and electric arc and heliarc welding; composition of various metals and alloys; and occupational hazards and safety regulations of the trade. The ability to: Operate gas and electric welding and cutting equipment on a wide variety of projects; read, interpret and work from prints, drawings and specifications; and instruct apprentices on techniques of the trade.

SELECTION PROCESS:
• All applications will be reviewed to determine if the conditions and qualifications for testing are met.
• The selection process will consist of a written test weighted 30%, a performance test weighted 30% and an interview weighted 40%.
• Candidates must receive a qualifying score on each selection component to move forward in the selection process.
• The interview panel may consist of the following raters: Hugo Perez and Victor Preciado. If the interview panel changes for any reason you will be notified via email prior to the interview.
• Candidates will be notified of their results in the selection process by Human Resources via Neogov.
